The living room is warm, occupied, ventilated by people opening doors, and usually has the heating on. That makes it the most comfortable room in the house and the least useful place to take a single reading.
It is worth getting right for its own sake — it is where people spend the evening, and dry air here is what produces the winter cough. But treating its number as the house number is how mold gets found in a spare bedroom in March.
Why this room reads better than the house
Warmth is the whole reason. A living room held at 70 °F while a spare bedroom sits at 58 °F will read ten to fifteen points lower on a hygrometer with exactly the same amount of water in the air, because relative humidity is relative to temperature.
It is also the best-ventilated room by accident. Doors open, people move through it, and in most houses it has the largest windows and the most air movement. Moisture generated here disperses rather than settling.
The consequence is specific and predictable: moisture produced anywhere in the house migrates toward the coldest, stillest surfaces, and those are almost never in the living room. A comfortable 45% here is entirely consistent with 65% behind the wardrobe in an unheated bedroom upstairs.
