Two fixes work: insulate the pipe so its surface stays warmer than the dew point, or lower the humidity of the room so the dew point falls below the pipe. In a basement you usually want both.
This is the damp problem most often misdiagnosed as plumbing. A pipe that drips only in summer, only on humid days, and only on the cold-water side is not failing — it is doing exactly what a cold glass of water does on a warm afternoon.
It still matters, because the water goes somewhere. Sustained condensation on a supply pipe rots the joist above it, soaks insulation, and stains ceilings a floor below.
Condensation or a leak?

What to do, in order

Today
Dry the pipe completely and watch it. If it re-wets evenly along its length within an hour on a humid day, it is condensing.
Put a bucket or towel under the drip so the water stops soaking into whatever is below it.
Close basement windows in humid weather — you are delivering the moisture that condenses.
Check whether anything below the pipe is already damaged: joists, subfloor, stored boxes, insulation.
This week
Insulate the cold-water lines with foam pipe sleeves, sealed at every joint. This is inexpensive and it is the direct fix.
Fit an insulating liner or jacket inside the toilet tank, or add a mixing valve that raises the supply temperature slightly.
Run a dehumidifier in the basement targeting 50%. Lowering the dew point stops condensation everywhere at once rather than pipe by pipe.
Check duct insulation in crawl spaces and attics, and seal the seams properly — sweating ducts do more damage than sweating pipes.
If it has not improved
If the pipe insulation is already in place and still sweating, the room humidity is too high. That is a dehumidifier or ventilation problem, not an insulation one.
Repair whatever the drip has damaged before covering it back up. Wet insulation loses most of its value and stays wet.
In a crawl space, seal and encapsulate. Sweating ducts and pipes down there are usually a symptom of the whole space being too humid.
If ceiling stains appear a floor below, treat that as urgent — the water has been running long enough to travel.
Why it matters even though it is "only" condensation
The water is clean, which makes it easy to dismiss. What it lands on is the problem: joists, subfloor, insulation and stored cardboard all stay damp under a dripping pipe, and that is exactly the condition mold needs.
Sweating ducts are the worst version, because the water runs along the duct and drips at a low point that may be nowhere near the actual condensation. By the time a ceiling stains, the framing above it has usually been wet for a season.

Why do my pipes sweat in summer but not winter?
Summer air holds far more moisture, so its dew point is high — often above the temperature of a cold-water pipe. In winter the dew point is far below the pipe temperature, so nothing condenses.
Is a sweating toilet tank a leak?
Usually not. If the outside of the tank is cold and wet all over on a humid day, it is condensing. A gasket leak wets the floor while the tank surface stays dry.
Does pipe insulation stop sweating?
Yes, if it is sealed at the joints. The insulation keeps the outer surface above the dew point so water has nowhere to form. Gaps at fittings are where it usually fails.
Should I fix the pipe or the humidity?
Insulation fixes that pipe; lowering humidity fixes every cold surface in the room at once. In a damp basement, do both.
