The useful information is the pattern: a bathroom ceiling, a defined patch on an exterior wall and a band low on a ground-floor wall are three different problems with three different repairs.
Paint failure is one of the most reliable early signals a house gives you, because it happens before staining and long before growth. A coating only lifts when the bond underneath is wet.
That makes it worth reading rather than covering. The most expensive version of this problem is the one where somebody sanded, primed and repainted three times before asking why.

Do not sand or repaint yet — the failure is your evidence, and disturbing it can release mold spores if there is growth underneath.
Check for salt deposits in or under the paint. White crystalline residue means water is coming through masonry.
Pull furniture away from the wall and give the surface airflow.
This week
Run the room humidity through the mold risk calculator with an estimate of the wall surface temperature.
If it is a bathroom or kitchen ceiling, fix extraction first: fan sized to the room, run for 20 minutes after, ducted outdoors.
Walk the exterior for any defect at the same point — this finds most penetrating damp within ten minutes.
Let the wall dry properly before any repair. Masonry takes weeks to months, and painting a damp wall repeats the failure.
If it has not improved
Repair the water source. Gutters, sealant, flashing, render, damp course bridging — none of it is paintwork.
Once dry, use a breathable finish on masonry that needs to dry outward. Trapping moisture behind a waterproof coating moves the failure rather than fixing it.

For persistent condensation on a cold wall, insulate it. Paint on a cold wall will keep failing however good the paint is.
What is usually growing underneath
A blister is a small sealed pocket of damp above a surface that has been wet for a while, and mold frequently colonizes the back of the paint film and the substrate beneath it. That is why peeling paint in a bathroom often smells before it looks like anything.
It also means dry-scraping is the wrong first move: it aerosolizes whatever is behind the film. Wet-clean, wear an N95, and ventilate to the outside while you work.
Common questions
Why does paint peel in my bathroom?
Steam condenses on the ceiling and stays there long enough to break the paint bond. It is nearly always an extraction problem — a fan that is undersized, not run long enough, or not ducted outdoors.
Can I just paint over peeling paint?
Not successfully. The new coat bonds to the failing one and lifts with it, usually within a season. Fix the moisture, let the surface dry, then prepare and recoat.
What are the white crystals in my peeling paint?
Efflorescence — salts carried out of the masonry by water and left behind as it evaporates. It means water is moving through the wall, which points at rising or penetrating damp rather than condensation.
Should I use waterproof paint on a damp wall?
Usually not. A non-breathable coating traps moisture in the wall, and the failure reappears elsewhere or the plaster degrades behind it. Fix the source and use a breathable finish.
